a memorandum and recommendations as to the banishment

from the Colony of persons connected with the

organization at 172 Nathan Road and with the Nam

Chim Sh'e.

The memorandum has been prepared in

conjunction with Mr. Waterton and Acting Sub-

Inspector Ellis, who, as stated in paragraph 14,

concur in it.
